At a Frankfurt fintech I wrote the terms, price definitions and API methodologies that banks review before they use a market data product. Earlier I built life insurance portals with the chief actuary.

As CIO I had disciplinary responsibility for business-critical teams, the IT budget and procuration. I coordinated development, infrastructure, product and sales in one position.

A product that banks use
I wrote the concept of a real-time market data product for digital assets and onboarded its institutional customers. Customers such as T-Systems and banks use the data.

I moved blockchain infrastructure from Azure to another cloud provider and set up a failover infrastructure. That is my answer when a bank asks what happens if a data center fails.

I organized meetups on digital assets in Frankfurt, with talks by banks and blockchain companies. Finance Loop, the community that grew out of them, has more than 4,000 members.
What a fintech CTO does before the first bank signs
A fintech CTO answers for the technology of the product and for the answers that a bank’s IT, compliance and procurement teams want before a contract. At seed and Series A the CTO is also the person in the sales meeting who explains how the product calculates and delivers its data.
Frankfurt is Germany’s banking center, and fintechs from abroad come to meet the banks there. In May 2025 the TechQuartier accelerator for digital finance started with 15 startups from seed to Series A, from Germany, Ukraine, Sweden, France, Luxembourg, Israel and the United States (TechQuartier, 2025-05-28). A startup like these needs its technology ready for a bank’s review, and someone in Frankfurt who has been through one.
Questions a bank asks a fintech, and where I dealt with them
A bank reviews a fintech before it uses the product. The left column lists what such a review covers in my experience. The right column names the work at the Frankfurt-based company Blocksize Capital and before, where I dealt with the question myself.

My roles, newest first
- Since April 2026: AI engineer in a client’s platform transformation. Claude and Codex work in the repository under the same rules as the human developers. Details: AI agents under the same rules as humans.
- 2022 to October 2024: at Blocksize Capital, Head of Decentralized Finance and Node Operations, then Chief Information Officer from January 2023, with procuration from May 2023. In summer 2022 I wrote the concept of the market data product in the table, led its rollout and onboarded institutional customers with their cooperation partners. - 2016 to December 2021: Project Manager and Web Developer at Policen Direkt in Frankfurt, in the secondary market for life insurance. For the life insurance portals I worked directly with the chief actuary.

Who I am
I am Michael Wutzke, and I live in Frankfurt. In spring 2022 I started the Frankfurt Blockchain Meetup with three colleagues. Its events took place at TechQuartier, with talks by Blockdaemon, DZ Bank, Chainlink and Bitwise, among others. I build software with Claude and Codex, and I am interested in open-source AI models that a company runs on its own servers. I work in German and English. Details: Frankfurt Blockchain Meetup.

Thirty minutes on your product, your funding stage and the banks or partners you want to reach.

Assessment together
We go through your architecture and your talks with banks so far, and decide whether you need a CTO, an expansion lead, or one after the other.

Quote or contract
An interim engagement gets a quote with its period; a permanent position gets a contract. I start when you have signed.

Questions companies ask
Do you take the CTO position or the expansion work?
Either, or both one after the other. A fintech without a CTO has nobody to answer a bank's IT review. A fintech that has a CTO may need someone who takes the product to banks and partners in Frankfurt. The first call shows which comes first for you.
Interim or permanent?
Both. An interim CTO covers a period, for example until a permanent CTO starts. A permanent position suits a fintech that wants its CTO to stay through the next rounds.
We are a fintech from abroad. Can you help us start in Frankfurt?
Yes. I live in Frankfurt, work in German and English, and have talked about a fintech's product with decision-makers at stock exchanges and banks. The meetups I organized took place at TechQuartier, and the Finance Loop events bring together people from banks, blockchain companies and regulation.
Which technologies do you work with?
REST APIs specified with OpenAPI, WebSocket and RPC for real-time data, PostgreSQL, MySQL and Elasticsearch for data, AWS, Azure and Google Cloud with Linux and Docker for operations, and Claude and Codex as coding agents under written rules.
Do you know crypto and digital assets as well?
Yes. Before I became CIO I was Head of Decentralized Finance and Node Operations at the same company. I hold the Certified Bitcoin Professional and Certified DeFi Expert certificates.
